CBI Agents are not always on duty, but are expected to conduct themselves with a modicum of decency. Wenching, carousing, and general boisterousness are frowned upon and may result in disciplinary action.
The Director of Operations has overall power on the continent of Charta. Next are the Chiefs of Station, then SWAT leaders, and finally, the agents themselves.
CBI was formed from the various jurisdictions to create a more cohesive police force over the continent, rather than the various intelligence agencies arguing about jurisdiction. It is also a mixture of the Charta Intelligence Agency (CIA), spies; Charta Security Agency (CSA), the people you hear breathing on the other end of the phone; and Homebuilt Security, which oversees the import/export of various goods and apprehends pirates.
The Chief of Station generally oversees SWAT operations as well. In the event that the Chief or SWAT leader is not available, the responsibility falls to the agent for that jurisdiction. If he/she is unavailable, the duty fall to the next closest office.
For instance, if the agent for Alta is unavailable, the leader for Valos will take over temporarily.
The SWAT members are expected to follow the orders of their commander and not go running off on their own. If your char is 40th level, has an AC of 1200, and can crush anything with a blink, he/she/it should follow the orders of the 4th level Chief of Station. This makes it fair and adds to the playability.
Likewise, if that 40th level is the Chief, she should not go rushing off by herself, but rather, wait for the team. If one of your party is a fourth level rogue, he just might be able to disarm that thermonuclear device and not get anyone killed.
It is not necessary to party SOLELY with your CBI mates, but it is advisable to party for an event.
